I don't believe I ever had to make all these changes, at least not manually.
What tool are you using to set uo your connections?  I have used linuxconf and
the contol-panel and always checked the "Allow user to (de)activate this
device" box and all was well.

To what did you change the permissions on pppd?  merely changing it to execute
by all will not be sufficient.  It must be set uid root  or chmod u+s.  This
causes the program set this way to run as the user who owns the file. In this
case, root.  Several things have to occur for a connections to be setup
properly some of which recuire root access like:
adding an interface
changing the routing table
not sure about reading and writing to the actual port ttyS* but it appears so
from your post.

There appears to be no html in you post but you probably just pissed off a lot
of loyal pine users that just filtered your mail to /dev/null  :-)
