Also consider that "The Internet" did *NOT* exist until around 1983, 
around the time NCP was banned as a protocol and TCP/IP became mandatory.

ARPANET was one thing, but the Internet is something else.  Ask Vint Cerf
when the Internet began -- he won't say 1969.  And he should know.
