I am not sure about using the .tar source files and compiling it
yourself, but if you use the .src.rpm file, and compile if yourself, or
use the  pre-compiled rpms, scp is included.  scp is a seperate command
from ssh, but both commands are included.  Also, sshd from openssh
handles scp connections with no problem - at least whne you install the
RPM version.
