Linda,
I've had Win98SE ICS working for a good while... I had zero problems,
at least with ICS. This is predicated on the fact that I had gotten
the networking itself working properly on my machines. That may be
part of your key; if networking on the Winboxen is shaky to begin with
(and it can be, if you don't do some tweaking), ICS can be shaky. If
you have a good networking setup, you shouldn't have any problems.

.Hi ,
I tried to set up Internet Connection Sharing with Win98SE. The first thing
it did was
wipe out my LAN by changeing my address and other important stuff.
I fixed that and tried to connect with my isp. It no longer worked at all.
The tech support people at Earthlink helped me to get rid of it and
re-establish
my connection setup. The guy I talked to said he did know one person who
had gotten it to work, but it wasn't easy. I haven't gotten around to
trying it with my Linux box yet, so I can't say if it will be easier, but
I'm sure I
will have alot more controll of the process.
