Just a thought, but is this new IP address in the same network space. 
What about the gateway?  If your address changed from, say 
172.16.163.25 to 172.16.164.37 and your netmask is 255.255.255.0 you 
would have moved onto a different class C network (the class C CIDR 
block 172.16.0.0 thru 172.16.255.0 are private network space, but thats 
irrelevant to the example).  If it was that kind of an address change, 
then you will need to specify a different gateway, and you'll need to 
contact your network manager, ISP, or which ever, and find out what the 
address is.

Assuming we're not dealing with variable length subnetting, the basic 
rule of thumb is this:  Look at your network mask and count the number 
of octets left to right that are '255' or 'ff' (255 in hex).  Your 
gateway UIP address must be identical to your machine's IP address for 
the same number of octets, or I guarantee you that the gateway is wrong.
