Ok, now I have it boiled down to this
I'm asked for the password, but I get denied, and this error shows up in the error log:
[Wed Sep 20 12:33:06 2000] [error] [client 208.232.233.118] (13)Permission denied:
Could not open password file: /work/htpasswd.vanguard
[Wed Sep 20 12:33:06 2000] [error] [client 208.232.233.118] user cscadmin not found: /
Any ideas? it's world readable, as is the /work dir.
