Edit /etc/fstab and add "user" to the string of options at the end.

I'm not positive about that, but that's what sticks in my mind. OTOH,
MY system here at work doesn't have that in the fstab, but I can
mount both cdrom and floppy just fine.

On all the mount directories I have world-read/write permissions, so
that may be it as well.
