How does one rate an OS?  I think the admin is the biggest variable in the 
security of a system.  Anyway, I believe there is talk of making a secure 
Linux.  I read a story a while back about an NSA contract to some security 
firm to integrate their technology into Linux.  I think you are correct, 
Linux can be whatever you make it.  I think most users of Linux are a lot 
less interested in some rating than in real security in their context.

Of course, the BSD folks would be hopping up and down that they're not 
getting discussed.

One certainly gets the impression that China thinks Linux is more secure 
(or securable) than NT/2000.
