Creating "unprivledged" users, just as "nobody"

Howdy,

I want to set up a new user - listar - for a the mail serv program to run as.

I DO NOT want it to have a login shell and definitely not a /home/~.

What's the proper way to do this?
Should I make a listargroup group to go with it?
