That means you don't have httpd listed as process to start on boot. One can
start httpd with a command line like this:

/etc/rc.d/init.d/httpd start

or

/etc/rc.d/init.d/httpd stop

to stop the httpd server.

If you with the httpd server to start on bootup then check it in the ntsysv
menu.
