I'm telling you do this-- rpm -ivh --replacepkgs --replacefiles *ftp*.rpm of course make sure you have the rpms first.. you can get them from redhat.com. This will save a lot of problems. I had the same exact problem as you and this fixed it.. if you still have problems reinstall tcpwrappers. You have nothing to lose.. Also unless you have DNS running correctly or have a host entry in your hosts file, stick with using IP numbers. At least untill you get ftp to work.
