This isn't a cylinder limitation. Most BIOS's don't provide a method to
access the drives on the seconday IDE channel. That is, when lilo loads
form the MBR, it does not have any IDE drivers. It must access the disks
using BIOS calls. If your BIOS does not support access to /dev/hdd, then
LILO will not be able to load linux from that drive. Lilo is warning you
that it can't determine whether or not the BIOS will let you do that while
the system is running. If your BIOS doesn't allow you to access the
secondary IDE channel, then move your secondary slave (hdd) to the primary
slave position (hdb).
