64.184.117.0/28 == 64.184.117.1 - 64.184.117.14.  .0 is the network, .15 is
the broadcast.  Saying /28 with a netmask of 255.255.255.240 is redundant.
/28 means "a 28 bit netmask", which is 255.255.255.240 (all 8 bits of the
first 3 octets, plus 4 more bits in the last octet).
