That's not a problem in Red Hat 6.2 (and I think 6.1?).  If PAM is up to
date, then /var/lock/console.lock and /var/lock/console/* will be used to
maintain permissions for the first user to log in, until all of his
sessions have closed.

Even when this was a problem, an xterm with "su - root" was the answer  :)
