You can try to clear out the dhcpd section in linuxconf.  Its located
under Networking --> Boot Services.  Or try disabling the dhcpd
linuxconf module.  That is located under Control --> Control files and 
systems --> Configure Linuxconf modules.

I have a dhcpd server running (not started by linuxconf), and when
linuxconf starts, it does not touch my dhcpd.  I basically have
everything cleared out of the dhcpd linuxconf module.
