This is normal behavior, since the mozilla-devel M16 needs the mozilla M16
package it won't allow you to upgrade just the main package.
Solution: upgrade both rpms at the same time, or delete the M16 devel
package.
To upgrade both at the same time
rpm -Uvh mozilla*.rpm
