 Win what? A free trip to Spain? Who put you in charge? Of what?

 How many emails may I post? Can I ask my friends to vote as well? Do I have 
to be subscribed to the list to vote? How long must I have been subscribed to 
vote? How do you count the silent majority? In short: I don't think your idea 
is a good one. These kind of things need a framework, and I am not so sure 
anybody on this list is waiting for such a framework, nor that you could 
provide it.
 If you want to change things on the list, that's up to you(?). But please 
consider the implications before implementing. Adding a web interface to the 
list to be able to set some options is probably a nice thing, but on the other 
hand it might not be such a good idea to have (unexperienced?) users have to 
get their password from a webpage just to unsubscribe.
 I think the people who run the list can make intelligent decisions on these 
matters, considering the different inputs. No need to bring in some pseudo 
democratic polls. RedHat is a company, and this list is their free service, 
right? I am glad when you consider my input, and if you don't I guess I'll 
have to live with your decisions. You'll hear from me when I don't agree :).
