He's just referring to the fact that in order to browse the contents of your
Webserver from
the Server itself, you'll need to point the browser to the localhost addy,
127.0.0.1 ..all paths will
be relative to that address.
And, running an Xserver and other huge memory/ processor Hogs while running
a server just
waste resources. The idea of a server, is that is does one thing, the
workstation is for the desktop.

Not that I'm saying you can't successfully run a Desktop Server, We've all
done/ are doing that.
