You might be able to use ISPd.  It's a program I've been working on for
quite a while now  :)  http://ispd.eburg.com

During the last week, I've put a lot of work into converting the code over
to XML for config files and communications, and glib for string handling
and portability.  I'll probably release a new tarball RSN.

ISPd still needs better documentation, but its purpose is user
authentication/maintenance/billing.  If you want, it can handle logins
that exist only in its SQL tables.
