Major kernel releases like that usually take quite a while to make it
into the distributions (at least as the fully supported 'default'
kernel). 7.1 might use 2.4 natively, but I wouldn't count on 7.0
using it 'out of the box'. There's usually just too many user space
changes required by the new kernel. It takes time to regression test
all that code.
