rpm's only real mechanism for determining dependancy information is the
database of rpms that are installed. It's not a bug in the package, or
rpm; it's just one of the limitations of the design of rpm. There's
just not a generic way for rpm to determine the version of a piece of
software that wasn't installed via rpm.
