Hi George,
          You haven't given enough information to trigger an exact answer.
But, anyway i am able to understand your needs. What you can do is to 
add sticky bit to user, group and others ( easiest) to the ppp script
which is invoked for ppp0. it can be ppp-dailer in case of seyon. Or to be
on  the safer side, give permissions/stick bits to all the binaries, scritps
which is responsible to invoke ppp daemon and ppp0 interface. 

                                OR
you can do one more thing !!!!!!!

create a group called mail. add a user called postmaster to this group.
change the group of all binaries/scripts which is responsible to invoke
ppp daemon and ppp0 interface. Then give rwx permission to these
scripts/binaries.

This should do for you !!!!!!!
