You can use it to verify that the tar.gz file has not been tampered
since it was created. You'll need PGP or GNUPG (GPG) and the signer's
public key. Most people do not bother with this, but if you have
concerns about the integrity of the file you downloaded, checking the
sig is a good idea.
You normally do not need to uninstall when upgrading. You should be able
to use "rpm -Uvh packagename.rpm" to upgrade an RPM package. You should
make backup copies of any config changes you made just in case. I have
not personally upgraded sendmail using an RPM, but it should work as
intended.
