Fred:

Use the prototypical user option on edquota. I believe it to be 
something like # /usr/sbin/edquota -p protouser user1 user2 user3
I am going from memory on that so check using man edquota!
It works great for adding a bunch of new users or changing the 
quotas on old ones.
