Don't think so.  The /usr partition does not contain any utilities that
are strictly necessary to boot and repair the box, I believe.  In any
case, you can also try mounting it after the system is up in single user
mode.  I've been installing Linux in boxes with separate /usr
partititions, and never had a problem.
