GIves your users /home/username access to cgi-bin without actually letting
them use /home/httpd/cgi-bin/

Yes php is a good idea too. Get the latest php3.212 or whatever and after you
zcat the file there is a file called INSTALL.REDAHT
vi into that file and follow the insturctions exactly.
