Read the ftpaccess man page; the important commands for you are
guestroot, guestgroup, restricted-uid and restricted-gid.

Set their shell to /bin/false, /dev/null or something like that, and add
the "shell" you choose to /etc/shells so ftpd will still let the users ftp
in.
