Sounds buggy to me. One hypothesis it that it's getting confused by dragging
the icon instead of the open app. Does it behave the way you want if you drag
the open app instead of the icon?

Have you looked at the StickyIcon style setting? (It doesn't seem quite
what you want, tho...) [thumbs thru manual a bit more...] Can't see
anything obvious. Time for a quick email bug report. Something to the
effect that "dragging an icon to another desktop does move the app's
main window".
