LILO has the option of password protecting boot options, or command line
options to a boot entry.  The second option will require a password to
use linux single, linux init=/bin/bash, etc...  This still doesn't stop
someone with a boot disk.  (This is one reason why computer rooms have
locks on the doors...)  The only way to have security is to control
physical access to the system.
