No Buffer Space Available

I am setting up a server at home, but when I try to telnet, ftp, or even
ping it I get a "No Buffer Space Available" error.

I am running Redhat 6.0 on PII 200 with 48mb ram. I also have over 3gb of
free space.

how can I fix this? your help is apreciated.
