Just as an aside to the whole "Which is better" argument....
Within reason, a better monitor will have a much higher impact on your
video than a better video card, discounting 3D effects... for example,
I bought (back in 1996) a Number #9 Motion 771 PCI card with 2 Megs
of RAM... I was still using an old SVGA 1024x768 Interlaced monitor...
It looked ok, (actually, it looked pretty darn good...) but when I
switched to an NEC XV15 a year later, the picture quality went up
VERY appreciably... allowing me to continue to use the card up until
just last month, when I bought my first AGP 3D accelerator (I finally
gave in... I had to play Mechwarrior 3, especially since the programmers
put in one battlemech specifically for me; I'm probably the Champion's most
rabid fan, in the boardgame world, and know the folks at FASA).
So, even if you don't get the hottest video card to hit the pike, do get
a good monitor. Remember, for most people (including myself, prior to that
last video card) buy one monitor and use it for YEARS (that old monitor,
now 11, is still on my kids machine...) but replacing video cards is
an annual (and in some folks, biannual) pastime. You would be better
served with the best monitor you can afford and an ok graphics card,
because in 12 months, that Voodoo3 3000 PCI is going to be $50...

I am extremely happy with my Cornerstone Color 50/101sf 21" monitor, and
Matrox G400 video card. However, I recently learned that the Voodoo3 3000
is
faster than the G400, at least for games.
