I believe I saw at least one answer to this question earlier.  
Nonetheless,
I'll repeat the basic situation.

Historically, Red Hat prefers and tries to remain consistent with 
keeping
all non-opensource, non-free-license software out of the basic 
distribution.
PostgreSQL is large, fairly powerful, somewhat slow, and has a pure open
source license structure.  MySQL is smaller, faster, easy to use in many
environments - and has a restricted license.  Not _too_ restrictive; 
thus
you'll find mySQL on the Powertools cdrom, but not in the main 
distribution.
