It was indeed some sort of irq conflict.   The modem howto detailed the
slow response as being the possible result of an irq conflict and
setting the irq to 0 showed that it was indeed a problem.

With no devices obviously using irq 5, I checked the bios and set the
plug and play os = yes and the irq settings to manual and told it that
irq 5 was assigned to a legacy ISA device.  Bingo!  No problems with
minicom and mgetty answers the phone. Yea!!

One question though. Is  the plug and play os setting suppoed to be
yes?  I know that the PNP stuff is working better but as all my machines
have been upgraded several times starting with 5.2 I am not sure of the
status or the optimum settings.
