AbiWord (http://www.abisource.com, GPL) used to ship one that converted
DOC to HTML fairly well. But it was integrated with AbiWord a couple of
releases ago.

I rate AbiWord quite highly. It's about as functional as the Dark Side's
"Wordpad" program but has a spelling checker. So simple my Mum could use
it, and soooo much faster than loading StarOffice when you just want to
do a quick letter or note.

It will also read DOC files and let you write something legible out as
RTF.
