I'm unclear with the file symbol link!!!

Hi,all,
  There is an unclear problem with the file symbol link. In the SysVinit2.74,
the command 'poweroff' and 'reboot' in /sbin are the same symbol link of '/sbin/halt',
But their function is different . 'reboot' performs a task like 'shutdown -r now'and
'poweroff', 'halt' just is 'shutdown -h now'.
   Anybody can give me a clear interpretation ?
