ppp conection

sometimes I can connect, sometimes I can't...and whenever I do connect,
netscape stalls whenever I try to download something or if a page is real
big.  I don't know what's going on, does anyone have any suggestions as to
where I may get some answers.  I tried everything I could find on
redhat.com, so anything other than that would be great.
