Just a hunch, but if you have never run WindowMaker before, you have
to run an app called something like 'wminst' beforehand. I forget the
exact name, but pretty sure if you look in /usr/doc/windowmaker
(FAQ?), you will find what it is. I think one thing this does is setup
the root menu.
