make sure you unocomment swat in /etc/inetd.conf
#swat      stream  tcp     nowait.400      root /usr/sbin/swat swat

then do a 
killall -HUP inetd
http://localhost:901
should work  log in a root

I'd also check your /etc/smb.conf to see if you restricting access 
hosts allow: 192.168.1. 127.
