Does anyone know what it means when a network card is "hard strapped"????

When I 

insmod ewrk3

I get the following:

eth0:  DE204-AB at 0x200, h/w address 08:00:2b:97:c6:7e,
        is hard strapped.

Does anyone know what this means????  I have searched the Ethernet howto, but
is says nothing about this.  It just tells me that I am infact using the right
driver for my DE204 which is the ewrk3.o

The output seems to indicate that it finds the network card ok.  However, when
I give: 

ifconfig eth0 10.0.0.1

I get:

eth0: ewrk3 available for hard strapped set up only.
        Run the 'ewrk3setup' utility or remove the hard straps.

Now, I have tried to follow the instructions given by the output, but I can't
seem to find the ewrk3setup utility anywhere.  Anyway, it seems weird that I
have to run a utility to get this card up and running.  All the other ethernet
cards I have dealt with seem to have no problem with the procedure I am using. 

Could someone tell me what's going on here, and perhaps point me to the
ewrk3setup utility if it is really necassary.
