wu-ftpd does not support ratios.
BeroFTPD (a wu-ftpd derivate) does, but it is no longer maintained (since
wu-ftpd moved to open development, there's no need to keep up the fork).
It shouldn't be much work to extract the ratio stuff from BeroFTPD (it's
all #ifdef'ed, so you know where to look) and put it into wu-ftpd. (If you
do, please send me a copy of your patch - don't have the time to do it
myself right now.)
