The cpu feels cool (I can only feel the sides).

The motherboard (this is the cyrix 200) is a  MPo76 Intel 430VX.

But I'm really going to show my ignorance here.

It has what looks like a heat sink on the board (below the cpu) that is
**very** hot. 

What the hell is this and how do I cool it down (other than the obvious -
fans)
