Add following line to /etc/ftpaccess:
upload /usr/home/ftp /incoming yes ftp daemon 0666
Change /usr/home/ftp to your actual ftp location.
Then do: chmod 773 ~ftp/incoming
That will allow uploads, but no downloads. Can't even see what is in
the directory either.
