Hmmm.. You might look at the lpng package for starters.  I believe
from what I remember of it, that it was designed to keep track of
users print volumes at a university.  I'm not sure how you'd bill, but 
there might be info or hints in the package.  Also, there's a package 
on sourceforge that was developed to manage printing at CISCO and it 
may contain chargeback features.
