Eq of Safe mode for Linux??

Hello,

Situation

- I need a tool which bypasses all the networking services
- eg like the services in rc.local
- in M$ Win 95 98 there is actually a facility called safe mode which
allows that "safe mode" feature

Question

1) What is the equviant of this on Linux RH 6.1 if any?
