One way to do it is to create a hard link between the files in each
users home directory, and the change the owner to that user.  That
way each user can read/write the files, and the changes show up
for all the users.  About the only problem I can see is if files
are updated by writing a new file, and renaming the old file to
be a backup, or deleting the old file.

You are also supposed to be able to hard link directories according
to the ln man page, but I haven't played with it, so I am not sure
how it will work.
