Just create another user and is user ID and GID 0.  I have the normal root
user on my system and a zroot user that uses ZSH and a different home.  It
can have a separate passwd.

But, so what if the person knows the root password?  Even if you make another
root account, that password is just a dangerous as the root passwrod.  You
know the saying, 6 of one, half dozen of the other.
