If you're using wu-ftp that comes with RH, read the man pages.  Its a bit
obscure, but I do it on my server (that I'm not in front of right now).
Basically, in one of the config files, you set up a 'jailed' group.  Jailed
users are a part of that group.  Also, their home directory in /etc/passwd
looks like this:

/home/jdoe/./

which keeps them locked in.  You'll need a copy of /bin in each home
directory to give them whatever programs they need (like 'ls', etc.).
