Is there a resource manager available for Linux?  I'm
looking for something similar to the Solaris Resource
Manager.  

Primarily, I want to be able to limit the maximum amount of
CPU a given process can use.  For example, when I run
setiathome, I give it "-nice 19", but it still grabs about
98% CPU whenever it can.  Sure, it lets go when something
else needs the processor, but there's always a small lag,
which is very annoying.  I'd like to be able to set its
limit to, say, max 50% CPU usage.

Is there currently something available that will let me do
this?  A look on freshmeat.net came up empty.  Thanks in
advance.
