Pleased to announce that after prolonged bursts of swearing and
spitting, I have fixed my delayed FTP problem.

I won't repeat my original posting of the problem but the fix was to
set the following lines in  /etc/sysconfig/networks

GATEWAY=
GATEWAYDEV=

Prior to this, GATEWAY was setup as 192.168.0.254 and
GATEWAYDEV was eth0
This was default information inserted by the Redhat installation
process BTW after I entered my IP of 192.168.0.1

I can now set my /etc/resolv.conf to 
  domain myisp.com
  nameserver 192.168.0.1
  nameserver 203.11.11.1
  nameserver 203.11.11.2

and i get a fast ftp from winbox to my linux dialout even when i'm not
on the net.
