FWIW, I have the exact same problem and I my /etc/ppp/options file only has
'debug' and 'lock'.  But I think a lot of options are specified on the
command line.  I can check, but I don't think 'pap-require' is there
anywhere.  Because I can pppd to connect and authenticate itself using
other scripts, I agree that there seems to be a bug somewhere in the
network-scripts.
